I am concerned at the last sentence of your minute of 8 March.

Before responding to Hong Kong's request for advice on this
case, we took legal advice from Ms Brookes in the Legal Advisers'
office. She did not suggest that what Hong Kong was intending to do
was based on a shaky legal basis.
3. I understand Protocol Department's Legal Advisers have prepared advice for HKG on what action would be taken if a similar case arose in the UK, particularly on the question of the return of
the accused to stand trial in his own country. I hope at the same
time they can clear up any doubt over the legality of Ramirez's
arrest.
