I have the pleasure to advise Your Lordship that by the Decree of the Executive Power No. 3.778 dated 29th November 1989, Mr. Robert

Hung Yuen Chan has been appointed Honorary Vice Consul of Paraguay

for Hong Kong.

Enclosed is the Letter Patent of Mr. Robert Hung Yuen Chan,

Honorary Vice Consul of Paraguay for Hong Kong. The British Embassy in Asuncion has advised that Your Lordship could arrange

for the accreditation of Mr. Chan's appointment directly with His

Excellency, the Governor of Hong Kong.

I take this opportunity to renew to Your Lordship my highest
