Unless Ministers are prepared, nationally or internationally, to defend judicial executions in our Caribbean Dependent Territories and Bermuda, they risk being confronted repeatedly by the possibility of death sentences being carried out and by the need for counteraction. Administration counter measures are liable to dislocation and interruption as personalities and circumstances change. Legislation offers the surest way and the Criminal Justice Bill offers a rare opportunity.
