Lord Caithness has studied /the minuting which rests with PS/Mr Lennox-Boyd's minute of 25 July. He has already discussed this with Mr Lennox-Boyd, mainly with an eye to the implications for Hong Kong. Lord Caithness foresaw considerable difficulties in the formula proposed by Mr Gorham for handing the Hong Kong angle, such as the possibility that the exclusion of Hong Kong from any legislation would cause problems of hybridity. He therefore supports Mr Lennox-Boyd's alternative way forward.
