CAPITAL PUNISHMENT: LINE TO TAKE

We have now received from WIAD the promised Line to

take' in the form of the attached draft telegram. The tone

of the telegram strikes me as somewhat inappropriate since it has never been Hong Kong's wish to 'provoke' public discussion of the capital punishment issue. On the contrary, the problem (from Hong Kong's point of view) has

been the fact that the Caribbean Governors have been

pressing for abolition of the death penalty with some urgency at a time when Hong Kong did not want the issue

raised.
