As I mentioned to you on the telephone, we have received a number of similar letters from Amnesty International members in Flanders about the death penalty in Hong Kong. They welcome the fact that death sentences are currently transmuted to life imprisonment, but express the fear that the Chinese Government might decide to start to implement death sentences again after 1997, including for offences other than murder. They therefore call on the British Government to take the necessary legal steps to abolish the death penalty completely in Hong Kong.
