to a British prison of a high security prisoner from a

Your Department has accepted responsiblity for one

such recent case of a young man who at the moment is held

in his prison in Anguilla by being shackled hand and

foot.

4. Although I do not expect that the introduction of

this clause in the Home Office Bill will wholly escape

controversy, I believe it would be better to stage-manage

an answer to our problem now instead of waiting for an

embarrassing case to arise which will be more difficult

to solve in less propitious circumstances.

I would

expect the measure I propose to gain a fair amount of

cross party support. I would also expect public opinion

and the debate in the House to concentrate in the first

instance upon the main clauses of your Bill, and to that

extent the FCO contribution to it, although not hidden,

would be submerged by other business.

5. If you can accept my proposal I shall circulate a

note to our colleagues accordingly.
