I would be most grateful if you would use your considerable influence to ensure that the attached scenes from China (NEWSWEEK, June 4 1990, PP. 24-25) are not repeated in Hong Kong after 1997.

I believe that the Hong Kong Government has a moral responsibility to abolish the death penalty as soon as possible. This is one of the greatest safeguards the Government could give to the people of Hong Kong. If the death penalty is formally abolished now, I believe that it is less likely that it will be re-introduced after 1997. If the death penalty is not abolished now, the present Hong Kong Government could well have the deaths of many people on its conscience in the future.
