WIAD put up a submission proposing to insert a clause to abolish capital punishment in the Dependent Territories into
the Criminal Justice Bill due to go before Parliament this
autumn. This solutoin to the long-standing problem of how to deal with capital punishment in the Caribbean DTs had been suggested by the Secretary of State earlier in the
year.

The immediate pressure for action came from Governors in
the Caribbean and Bermuda who had some difficult capital
cases coming up shortly notably in Anguilla, where the Governor had to decide by the end of July either to commute
a death sentence or to set a date for execution.

The Governor in Hong Kong is strongly opposed to any move to abolish capital punishment in the DTs by UK legislation for reasons set out in the two attached telegrams (Flags A and B).
4. In the event, it was decided not to pursue the Criminal Justice Bill idea (see attached minutes from PS/Mr Lennox- Boyd and PS, Flags C and D). The Governor has been
informed.
