The letter from Sir John Freeland to the Hong Kong Attorney General of 8 June 1987, which is attached to your minute, is not an entrustment. It is a statement of the understanding between the United Kingdom and Hong Kong Governments as to the law and practice regarding the respective authority and power of the United Kingdom and Hong Kong in relation to foreign affairs and matters entrusted to the Hong Kong Government. Mr Thomas agreed with the terms of that letter in his reply to Sir J Freeland dated 20 June

1987.
