Sir,
I have the honour to refer to the agreement on the Network of Aquaculture Centres in Asia and the Pacific which was opened for signature in Bangkok on 8 January 1988 and which the Government of Hong Kong wish to sign and ratify.
The United Kingdom Government hereby formally entrust you with authority to conduct external relations on behalf of Hong Kong as follows, namely to negotiate, conclude and implement agreements in the field of agriculture and fishery resources with states, regions and international
organisations.
