There is still apparently no agreed line on terminology for "Soviet bloc nationals". Soviet Department use the name Russians in place of Soviets, although they say that is of course technically incorrect. Eastern European Department now use the term non-Soviet Warsaw Pact nationals (NSWPS) except for nationals of Yugoslavia and Albania.

Miss Robins (PUSD) is formulating a reply which has not yet been agreed, and will copy HKD appropriately. We can then advise Hong Kong accordingly, if you agree.
