HONG KONG'S VISA POLICY FOR NATIONALS FROM COMMUNIST STATES

?

1. FCO telno 1611 to Moscow of 28 November 1989 said that Hong Kong's visa policy would be reviewed in a year from November 1989. The Ambassador regularly receives enquiries from the Soviet Ambassador and his wife about the possibility of their visiting Hong Kong. Given the short distance from Manila to Hong Kong, virtually all diplomats, who can make the trip there for shopping and recreation, do so. The rules set out in TUR were drawn up before the dramatic events of late 1989 in Eastern Europe. Will Hong Kong's review be brought forward, or must we stand firm on the present policy until at least November 1990?
