Dear Bradley,
HONG KONG VISA POLICY FOR EAST EUROPEANS
The Ambassador has recently been lobbied by the Czech Charge here about visas for Hong Kong.
The Charge would like to visit Hong Kong and hopes that the new situation in Czechoslovakia might make this possible.
་་
We have a copy of your letter ref PA SCR 6/2071/89 of
21 May 1990 to Alan Paul, Hong Kong Department, FCO. As I read that letter, while the question of visas for Soviet citizens is more difficult than for East Europeans, nonetheless Hong Kong still does not grant visas to Czech or other East European diplomats for private visits to Hong Kong. I should be grateful for your confirmation that my understanding is correct and for any other comments you can make on whether the greater liberalisation in some East European countries may at some point lead to greater liberalisation in your policy on visas for East Europeans as opposed to Soviet citizens.
Your wver, Pleibin
