Partly because of the "China complication" and partly because of ASEAN'S reluctance to see a dilution of ASEAN influence, Hong Kong was not invited to the inaugural Ministerial meeting of APEC held in Canberra on 6-7 November

Hong Kong Government is continuing its lobbying efforts directed at the core group. STI visited Singapore on 27-29 December 1989 and met Brigadier General Lee Hsien-loong, Minister for Trade & Industry to lobby Hong Kong's case.
