Compensation Scheme
Security of pension is of particular concern to many civil servants. there is considerable staff pressure for pensions to be funded and for accrued pension benefits to be paid before 1997.
A UK scheme of compensation for members of Her Majesty Overseas Civil Service on change of sovereignty, in recognition of HMG' special obligations to these officers.
The financial and practical implications of various options of pension safeguards being assessed. The review is complex and fraught with difficulties, and will take sometime to be complete.
The proposed scheme provides incentives to encourage officers to remain in the service after
1997. Details being finalised by FCO.

Asian Development Bank (ADB) Board of Governors Annual Meeting in Hong Kong (Item can be deleted at the next update)
Hosting of such a meeting in Hong Kong would give us the international prestige associated with hosting such an event, help to emphasize our autonomy in ADB and provide attendees
(members of governments, senior bankers) with an opportunity to see Hong Kong at first hand.
FS has, in his capacity as Governor for Hong Kong in in ADB, written to the ADB President formally inviting the Bank to hold an Annual Meeting in Hong Kong at the earliest opportunity. PA has spoken to NCNA and NCNA's response is that, as Hong Kong is a formal member of the ADB, Peking would support Hong Kong in its bid to host a meeting.
