Tin Shui Wai Development dispute between the Hong Kong
Government and Tin Shui Wai Development Ltd. (TSWDL)/Mightycity Co. Ltd. (MCL) on the time-scale for the development
Improve existing Shenzhen River to reduce the risk of flooding at the northern districts of Hong Kong Territory. River training works between Lo Wu and its estuary at Deep Bay to be jointly undertaken by Hong Kong and Shenzhen. Stage I
of the works at the Lok Ma Chau and Liu Pok bends will be entrusted to Shenzhen for construction.
In July 1982, the Hong Kong Government entered into an agreement with TSWDL/MCL for the joint development of Tin Shui Wai into a township for some 135,000 persons. (MCL is 51% owned by China Resources Company, a PRC owned company). The Company served a Statement of Claim in March 1987,

Preparation work for the Stage I contract is substantially completed. Stage II of the project has not yet started. further action is required for Stages I and II works until the negotiation with Shenzhen authority is resumed after the political issues regarding the territorial boundary of Hong Kong are resolved.
The hearing of the matter commenced on 21 May 1990. The hearing is expected to run until Easter 1991.
