Public consultation on
the second draft of the Basic Law ended on 31 October 1989. Intense debate in the community on various models on the political structure of the SAR, focussing mainly on the timing of a fully directly elected legislature and election of the Chief Executive through universal suffrage.
(c) Basic Law Drafting
Committee Special Group on Political Structure met in Guangzhou in December 1989 and held the view that in the 10 years after 1997 only 18(30%) of a 60-member Legislative Council should be directly elected. This has created problems for 1991.
