POLICY PRESENTATION IN HONG KONG

1. While I was in Hong Kong last week, Mr Osborne told me

that the Governor's Central Policy Unit were working on a project to identify ways in which the Hong Kong Government's

Policy Presentation could be improved. In Mr Osborne's

words, the Governor wanted to know why the Hong Kong Government frequently got its PR wrong.

2. The CPU official responsible for this project was

Judy Bonavia (widow of David Bonavia). She had had a long

chat with Mr Osborne about this. Her preliminary finding was that the main problem lay in the absence of communication between the different departments of the Hong

Kong Government and a tendency on the part of the policy departments to consider presentation of policy only as an afterthought. Mr Osborne had wholeheartedly agreed.

We may eventually see a copy of the CPU paper courtesy

of Government House. But in any case, Mr Osborne will send

me a copy of he is able to get hold of one.

It is encouraging to learn that the Hong Kong Government

are laying greater emphasis on policy presentation. There

is certainly room for improvement. The Hong Kong Government have long recognised that better coordination over press and
