ARTICLE ON CHINA/HONG KONG
1. The Secretary of State wishes to place an article in The Times, restating the Government's policy and rebutting recent press criticism. I submit a draft of some 900 words. It takes into account comments by Mr McLaren, Mr Cooper, Hong Kong and Far Eastern Departments. Mr Mower was broadly content with an earlier version (since amended) which was also copied to Special Advisers.
2. The Independent and the Daily Telegraph have run critical editorials. I attach copies.
3.
Hong Kong Dept are arranging for the Hong Kong Government to see the text overnight tonight.
