SECRETARY OF STATES ARTICLE ON HONG KONG FOR THE TIMES
1. We have two comments of fact on the draft article attached to your minute of 1 August. In paragraph 5, the reference in the fourth sentence should be to 18 seats (not 20) and the fifth sentence should refer either to the
"passports package" or the "Nationality Bill".
2. You will have seen Hong Kong's and Peking's comments on the earlier draft. The only ones of these which apply to the Secretary of State's draft are as follows:
a) paragraph 6: Hong Kong suggest that the eighth sentence should read "Guangdong province's export industry now owes a lot to Hong Kong investment". Peking propose adding "Equally Hong Kong draws significant benefit from its close relationship to Guangdong and other coastal provinces. In Guangdong more people work for Hong Kong manufacturing firms than do so in Hong Kong itself."
