2 The editorial on Hong Kong which was published in the Asian edition this week has not so far been reprinted in the New York edition. But over the last two years the Journal has been strongly critical of our policies. We placed an op-ed by Sir Geoffrey Howe on 27 Jan 1989 and followed up with visits by Mr Major (29 Sept 1989) and the Foreign Secretary (21 Feb) who fully explained our policies. Two critical editorials have appeared this year (9 Jan and 24 May). These are attached.
