PRIME MINISTER'S CALL ON THE WALL STREET JOURNAL: HONG KONG

1 As you know Hong Kong took up only the last 10 minutes of the Prime Minister's call on the Wall Street Journal. Most of the meeting was devoted to the Gulf and to a few questions on the Soviet Union, Germany and Eastern Europe/EC relations. I have already sent you Prof Arthur Schlesinger's article (in the Wall Street Journal of that day) advocating concessions to Saddam which seemed to spark the PM both at the Journal and the Hans J Morgenthau Award.

2 I thought it would be useful if I did a separate note (enclosed) on Hong Kong. I think I got most of what the PM said but you may be able to add to it. I doubt if the Journal had any intention of raising the subject. Bob Bartley and his colleagues looked somewhat taken aback by the force of the PM's delivery. Bernard Ingham told me that he was not in the least bit persuaded by the argument that the Asian and European editions were editorially independent of New York. I have not yet seen the offending article in the Asian edition. I enclose the brief for HKD and News Department.
