VISIT TO HONG KONG: 8-13 OCTOBER: BRITISH

1. I had a

good session with Mr Buchanan and his

senior staff, who appear very much on the ball and have a

lot to offer.

2.

English language training in Hong Kong is very much back

in fashion. The BC have just taken on 11,000 students and

the recent high powered visit/report by the CICHE (attached)

have shown all the tertiary institutes to be very keen to do

all and everything to improve the standard of english. CICHE report has some realistic proposals which an

enthusiastic BC could implement with real results.

BC need more space for the increased teaching load and

also to have enough space to take on the coordinating role

(CICHE required in the CIHIE report. They will shortly be asking their headquarters and hence the FCO for approval to vire

some of the non-recurrent £500,000 grant given in 1990/91.

They will send us a copy of this letter to ensure that we

can put a word in if we wish to.

They are also now working on their PES bids for the

CICHE expansion. They know the fiscal position here is bad

but hope that some new money can be made available.
