He said

Dr Ehni of the Cultural Section of the FRG Embassy raised with me today, in the margins of a meeting, the question of the Goethe Institute and German School in Hong Kong. Bonn had noted that the UK/FRG Cultural Agreement applied only to the UK as such, and not to Hong Kong. The Auswärtiges Amt wondered whether it would be advisable for these two institutions in Hong Kong to be covered by an extension to that Agreement, or in a separate Agreement with the UK or with the Hong Kong authorities. He said there was no pressure from Bonn for any particular course of action, nor had he been informed of their underlying thinking. the Auswärtiges Amt probably thought they would be well advised to have something on paper well before 1997.
