I am sorry that it has taken us so long to give you a reply to the question which you raised with Rosemary Spencer about extension of the UK/German Cultural Agreement to Hong Kong. Spencer sent you an interim reply on 10 January.

It proved necessary for us to consult the Hong Kong Government, who have been considering at length the implications of concluding a separate agreement. I understand that the Hong Kong Government now propose to contact the German Consultate in Hong Kong in order to discuss this matter in more detail. The responsible official in the Hong Kong Government is Mr P D W Bourton, who is the Principal Assistant Secretary for Recreation and Culture. wish to advise your Consulate accordingly.
