1991/92 ALLOCATIONS
I enclose a table showing the FCOSAS allocations we propose for the countries covered by your department for the financial year 1991/92 together with allocations and expenditure details for the previous three years (1990/91 expenditure is provisional to date). These allocations reflect the priorities established through the 1989 TMR.

The allocations do not take account of any new money that may be available as a result of the FCO's PES bid. there should be such, we shall be circulating additional proposals; but meantime posts need to know their basic allocations for planning purposes.

As a consequence there is not much room for adjustment; but in addition to the phased increases in 9 ODA funded allocations and 2 fee support posts, we have been able to propose one new allocation and increases for 7 posts. We have proposed modest cuts in 8 posts whose record shows they cannot make full use of their allocation.

In addition we have money in reserve for new jointly-funded awards and all posts will be eligible to bid for this. Details of existing jointly-funded scholarships are also shown on the tables.

I should be grateful if you would let me (210 6290) or Tony Clarke (210 6286) have your reactions to the proposed allocations by close of play 21 September (nil returns required). We shall then submit to Ministers with a view to informing posts early next month.
