7.17 The programme of scientific exchanges with southern EC countries (Spain, Italy, Portugal, Greece), described in CP2, will be implemented, particularly in areas that have special relevance for Britain within the EC and complementing similar projects in France and Germany. £0.25 million will be allocated recurrently, with an additional £0.15 million in 1990/91 specifically to generate EC co-financing. Direct teaching of English (DTE) and examinations work in all four countries are expected to show overall increases in redeployable revenue surpluses. Contingency financial planning includes some reduction in Spain's government grant funds; this will be implemented only if the imperative to do so is inescapable.

7.18 In France £0.075 million will be used recurrently to project Britain more actively outside Paris, in line with proposals in CP2. This sum is less than originally planned but, in line with France and Germany's status as Britain's most important Community partners, the Council intends to redeploy £0.15 million non-recurrently in 1990/91, to enlarge and accelerate co-financed links and research programmes. An additional £0.5 million will be sought to increase and extend these programmes from 1991/92, which, through joint financing, will produce £1.5 million

spending power. In France, a DTE market survey in 1989 in Marseilles was not encouraging; alternative DTE approaches are being actively explored. High-profile arts work in France, Germany and Italy will be sustained through the Britain in Europe project and cultural programmes in language teaching centres. The target date for opening two new language teaching centres in Italy is now 1991.

7.19 There will be additional provision for Council work in the Republic of Ireland in response to fast-growing opportunities in academic links and arts work and to build on the special Anglo-Irish relationship within the EC.

7.20 Outside the EC there is some risk of appearing to neglect the mid- and northern European neutral countries. After careful assessment of priorities and objectives, the Council feels it cannot, during the planning triennium, divert resources into activity in these countries without damage to higher priorities. Because of the limited recurrent new money available from 1990, this means that a new Representation will not open in Switzerland in 1990/91. £0.075 million will be allocated to developing collaborative science and technology programmes in areas (identified during pilot
