CALL ON THE SECRETARY OF STATE BY THE CHAIRMAN AND THE DIRECTOR
GENERAL OF THE BRITISH COUNCIL, 18 JANUARY 1990 AT 1700 HOURS
1.
This is the first formal call by the Chairman and Director
General of the British Council on the Secretary of State. I
understand that Sir D Orr would like to have the Secretary of
State's impressions of Hong Kong following their telephone
conversation on 9 January and Mr Hurd's visit to the Colony, and to
discuss possible projects in Hong Kong (see record of telephone
conversation and Council brief attached). In return he is likely,
following his visit to Poland, to want to talk about how the British Council plan to meet the challenges in Eastern Europe.

2. The Council are increasing their activities in Eastern Europe,
and are acting as our agents in implementing some of the Know-How Fund projects. The draft of their next Corporate Plan which we are
discussing with them proposes a further substantial expansion of
their efforts. But demand for access to information, ideas, people
and English language training has been growing faster than foreseen.
The Council's plans include the establishment of new cultural centres, with English Language teaching capabilities aimed at
training and helping teachers as well as some direct teaching; and
they will be looking to us for additional funding for these
purposes.
