satisfy the customer, whether this be multilateral agency, government department, Council Representative, or sponsored student or visitor. This is reflected in the effectiveness measures listed at planning points throughout the Plan.
Value for money (chapters 14 to 16) is the key to the Council's future. These chapters explain how the Council will balance its budget, how it will pursue cost-sharing to extend the purchasing power of the government grant, improve efficiency and effectiveness and increase revenue, and how, within results-led budgeting, emphasis will be given to financial and performance accountability. The Council will build on its achievements, demonstrate results, and plan for growth in order to secure its central role in the competitive, changing arena of cultural relations. To meet these challenges the Council will need to provide the right environment and incentives to attract and motivate its staff in the competitive world of the 1990s. Ultimately it is on the loyalty, commitment, and professionalism of its own people that the Council depends for its success.
