British Council involvement in Hong Kong
At his brief meeting in Hong with the British Council representative (Mr Davey), the latter said that the British Council had sought the approval of the FCO for three new projects connected with Hong Kong, involving among other things science and technology training, and English language training. The Secretary of State had earlier expressed a particular interest in ELT, being somewhat surprised at the poor English spoken by many of the Hong Kong Chinese he met.
I should be grateful if you could let the Secretary of State know when these proposals are approved. If it is recommended that any or all of them should be turned down, I think the Secretary of State should be consulted.
