ASSISTANCE TO THE PROFESSIONS
BACKGROUND
1.
The development and retention of young professionals in Hong Kong is a matter of major importance for the future stability and prosperity of the territory. Assistance in training and support to the professions in Hong Kong would help to demonstrate Britain's long-term commitment to them. The British Council has already demonstrated a similar commitment to the more senior figures in the professions in its 1990/91 PESC proposals. A further expansion would make possible a much further reaching scheme matching the proposed assistance to younger professionals.
PROPOSAL

In
British support would be given in the form of professional seminars and summer schools to be established in Hong Kong involving
the best of British training expertise in law, accountancy, medicine, architecture, and business studies/management. addition, UK support to professional training in formats such as the MBA courses at the Hong Kong University and the Chinese University would be provided. An expanded programme of short term visits to the UK for courses, conferences and symposia would be established, aimed primarily at middle and senior level government officials, legislators and key staff in private and official organisations. The combined impact on professional orientation in Hong Kong would
be substantial.
COST OF THE PROPOSAL
3.
Annual costs of £300,000 would arise as follows:
£100,000 to provide one senior member and one summer school each year in each subject area.
£100,000 to support links with professional courses in Hong Kong institutions and between professional societies.
£100,000 for short term visits to the UK.
