For the reasons set out above we consider that approval should be given for the Council's proposals to establish an Education Trust Fund and to endow a Research Centre at the Hong Kong University of Science and Technology as well as for the Hong Kong Government's proposal to establish an immersion English Language training course for Hong Kong teachers. But approval should not be given for the proposals involving assistance to the professions and the new technologies training fund, both of which duplicate or overlap with existing schemes to a certain extent and are therefore a much lower priority.
