e development of the professions £600,000 p.a. is sought from FCO. An L/A post (cost approx £80K) is proposed to support this work plus running costs of 8% (£50K).

Proposals for expansion of ELT work in collaboration with the public sector are also likely to be developed in 1990/91 leading to requirements for additional funds in the plan period. £500,000 per annum is suggested as a planning figure. (This depends on the result of target 8.1 in the 1990/91 Management Plan.)
List possibilities for Council involvement in the development of (i) bilatera. &/or multilateral aid programmes, (ii) commercial opportunities

Sponsorship of the arts should run at around £50,000 per annum, depending upon the type of events available.

Efficiency
Record suggestions not covered by the above answers for efficiency gains additional to the 1% levy on staff and running costs. Indicate costs savings, and financial years for implementation.
The main efficiency gain over the period will be through handling substantially increased programmes with a less than proportionate increase in costs.
Note, with dates, any external events, policy initiatives or projects wit major resource implications likely to take place in the next 5 years, e.g move of capital city, higher education reform, capital expenditure projects

Long-term issues
Uncertainty as transfer of sovereignty to China in 1997 approaches is the backdrop to all political and personal decisions. A thriving and confident Hong Kong will present great opportunities for Britain. A situation of economic stagnation or collapse could hamper our work substantially.
