THE BRITISH COUNCIL: STRATEGIC PLANNING

1. The British, Council have this year introduced a Strategic Planning Return (SPR) which each of its Representations overseas is required to complete.t is in some ways the Council's equivalent of our own TMR returns and sets out the proposed objectives and priorities for each country over the next three years. There will, inevitably, be some initial teething troubles and unevenness in the style and quality of the returns. But the procedures are being refined and the SPR should prove a valuable management tool.

2. I now attach for your information a set of returns for Council Representations in your parish. We are not called on to respond officially but if you wish to comment I should be grateful if it could be channelled through me. Heads of Post should already have been consulted at the SPR's drafting stage.
