You copied your draft submission to me. I understand Mr Clements will be offering revised wording on the question of how these proposals might be funded.
2. My concern is that we should not allow the Council to rush into setting up an Education Trust Fund without consulting the Treasury. I therefore believe your submission should omit any reference to funds being available in 1989/90. Paragraphs 2 and 3 of Mr Rawlinson's minute to you of today's date describe my concern about the propriety of grant-in-aid funds being spent in such an arms-length fashion. We need to consider the position of the PUS who as Accounting Officer would be ultimately responsible to Parliament for the way in which the Trust disbursed public funds. If, as Mr Rawlinson says, the whole idea has been dropped, the problem disappears.
