Hong Kong: Educational Assistance
The Secretary of State has seen your submission of 2 April.
The Secretary of State agrees with the proposal for an English immersion training scheme. He has doubts about the recommendation that we should endow a research centre. It is very costly and he wonders whether it really will contribute to our objective of keeping people in Hong Kong.
If we were
to go down that route at all, the Secretary of State thinks it might be better to try to go into partnership with industry and to get them to fork out most of the money.
