Please see Bob Peirce's minute to Ivor Rawlinson below. The proposed telephone call between the Secretary of State and Sir D Orr has in fact been postponed: Bob Peirce told me that it would now take place on Tuesday, probably around 6pm. Tom Buchanan had told him that the Council vare meeting to discuss Hong Kong on Monday/Tuesday next week, and that it would make better sense for the telephone call to take place after that.

2. However Bob's impression is that Sir D Orr's main preoccupation will be to press for Council staff in Hong Kong to be among those granted UK citizenship.

Mrs Hurd hopes to visit the British Council when she is in Hong Kong with the Secretary of State.

Grateful if you would ensure that appropriate briefing goes to the Private Office by Monday evening topped up on Tuesday, if necessary, to reflect any new elements emerging from the Council's discussions (presumably briefing on the citizenship issue is mainly for Hong Kong Department).
