a total of 55 co-financed exchange visits in science and technology between Britain and Brazil, additional to existing programmes
training in Britain for 15 teachers from British 'culturas' in Latin America, regional training for 200 teachers, and professional materials worth £0.07 million donated.
7.56 Support and assistance for the Latin American 'culturas' will be increased by a further £0.1 million in 1990/91, from the government grant. This will include a pilot extension of the scheme to the British schools in South America.
Additional resources for a full programme of support to the British schools will be sought from 1991/92.
7.57 The 'culturas' and schools in Brazil will fall within this scheme, but otherwise consolidation, following recent expansion, rather than significant operational change is planned in the triennium. Although some reductions in staffing and operational funds may need to be made in Brazil (and also Peru), for the Council to achieve a balanced budget, the immediate plan is to redeploy funds in 1990/91 to provide staff strengthening and to give a focus to English language work. The achievement of project management objectives will remain priorities in both Brazil and Mexico.
7.58 Proposals for Venezuela and Chile, outlined in CP2, will be implemented at a slightly lower level than originally envisaged:
£0.08 million and £0.05 million respectively. Industrial co-financing in Venezuela and private- sector contributions in Chile are expected to develop as forecast. Planning assumptions are that British government programmes will increase in Chile during the triennium; no further changes in resource levels are planned until this is clarified and the new, elected government is well established. An additional £0.04 million will be deployed recurrently in 1990/91 in Uruguay, which will allow a small but significant programme increase and scope to explore the longer-term potential for a modest Representation before the end of the triennium. Additional funds would be required for this. Feasibility studies for a new language teaching centre in Cali will be reviewed as the political situation stabilizes in Colombia, and increased resources will be sought from 1991/92 to extend Council exchanges programmes to regional cities. Ecuador's second DTO will open in 1990 although inflation is expected to erode trading positions in the early part of the triennium. New ODA ELT projects are in prospect in Ecuador, and also in Colombia and Peru. Plans to withdraw English language specialist staff will be avoided if possible, in view of the growth of language work.
