POINTS TO MAKE
Hong Kong
It was useful to have talked to you on the telephone before I left for Hong Kong.
No substitute for seeing for oneself.
As I told you on the telephone, prepared to consider bids from the Council for individual LE staff members
to benefit under citizenship scheme. But overall numbers very tight.
Eastern Europe
British Council's role in E Europe increasingly important. Demand for access to information, ideas, people and English language, all growing faster than
foreseen.
Right that there should be some expansion of
Council efforts there.
Know Council discussing scope of future operations and priorities with FCO officials. Need then for fully justified PES bid.
Useful start already being made in setting up cultural centres separate from Embassies.
English Language Teaching and other sorts of training will clearly be a priority.
Also the promotion of wider contacts and exchanges, between UK and E European individuals now that
E European societies are more open.
Know-How Funds
Glad to note the valuable role the Council are playing implementing many Know-How Fund projects.
We hope to extend the Know-How Funds for Poland and
Hungary to other E European countries once they are
firmly committed to reform.
