Based on the projected level of HKG's loan commitment in 1990-91 i.e. £1.68 million or HK$21 million, charging interest at 2.5% p.a. on the loan would generate about HK$1.40 million over a five-year repayment period.

The maintenance of the existing level of assistance will welcomed by those intending to study or already studying in the UK. There may be pressure for both HMG and HKG to increase their contributions to grants. There may also be queries as to the rationale for providing assistance to students studying in UK, and pressure for similar arrangements to be extended to pupils studying in North America and Australia. Announcement of the sharply higher UK fees for home students may revive memories of the origins of the JFS.

The introduction of an interest charge on loans is likely to attract adverse comments from students studying in the UK but such criticism is not expected to be sustained.
