In that perspective it seems likely that Ministers would wish to
agree exceptionally to the Hong Kong Government's request.
5. This would require extra resources, since the FCOSAS is already
fully committed for 1990/91. And our TMR return for 1991/2 was
already made before the Hong Kong request was received.
So you would need to seek through the PES process the extra £100,000 pa
needed to meet the Governor's proposal, whether from 1990/91 or
1991/92

and it occurs to me that this relatively minor sum might to be taken with the much more costly investment proposed in a research ifferent
centre in Hong Kong.
