allocation.

Our PES bid for scholarship increases in 1991/92 (£ 4M an increase of 17 per cent on the total programme) was formulated on the basis that the fee support savings would be available for redeployment as targetted awards. If our bid were to be successful,
it would not in truth be difficult to divert £200,000 to the Hong
Kong Scheme; but it would breach the principle of preferring
targetted awards to indiscriminate fee support.
