PES BID 1990: SCHOLARSHIPS

Mr Waldegrave has seen a copy of Mr Elam's (CRD) submission to you of 6 April. With reference to the GDR and Eastern Europe, Mr Waldegrave has commented that he is strongly against the Know How Fund paying for the 50 scholarships, except in the first year. He has further commented that these scholarships cannot be paid for in the same way after unification. Mr Waldegrave feels it is ridiculous to spend far more in the GDR (where the FRG will pay) than in the other East European countries especially Czechoslovakia; we will need more for the others or it will look, and be, very odd.
