Transfer of Sub-Degree places

On 30 August 1988, after

considering memorandum

XCC (88) 119, Members approved the proposal that 16,200 sub-degree ftes be provided by 1996-97. Originally the entire complement of places was to be provided by the two polytechnics. As a result of the subsequent decision to expand tertiary education and the UPGC's recommendations to limit degree places at the two polytechnics distribution of sub-degree places will be as follows

effect the transfer of existing and planned sub-degree level courses from the two polytechnics and to enable the VTC to accommodate 6,750 sub-degree places by

1996-97, it is proposed that -

(a) a new technical college at Tsing Yi should be

constructed to provide accommodation for 3,400 fte. The building, will be designed in such a way as to allow for future expansion;

the Chai Wan Technical Institute should be expanded and upgraded to a technical college, to accommodate a further 3,350 fte;

the remaining seven technical institutes should be modified and expanded to take on the technician courses decanted from the Chai Wan Technical Institute;

a new training centre complex situated at Pokfulam should be constructed by August 1992, to accommodate all the craft courses displaced from the eight technical institutes.

The transfer of sub-degree places from the polytechnics to the VTC will have staffing and financial implications for the VTC. This is because appropriate staff will be required to teach what is essentially Higher Diploma work at the technical colleges, and such staff need to be remunerated on better terms than those teaching Diploma work in the technical institutes. Thus, problems of internal relativity will arise and will need to be resolved in due The VTC has made certain proposals after reviewing its pay structure, and these are being examined.
