Terms of Reference

To provide advice to the UPGC on the most timely and cost-effective method of implementing the following policy proposal regarding accelerated growth in the tertiary institutions

to increase the number of first year, first degree places planned for the year 1994-95 from 12.9% to no less than 18% of the relevant age group, that is from 10,510 to approximately 15,000 places ".

In providing such advice, the Sub-committee is required to ensure that the tertiary institutions :-

(a)

(b)

do not achieve increased provision at the expense of quality;

do not push the provision of more tertiary education places at a pace faster than the whole education system can match; and

(c)

pay particular attention to graduates' language skills.
