Depending on the conditions of individual sites, the lead time for constructing additional accommodation ranges from three to six years. This, added to the time required to secure the sites, means that it will be some time before new accommodation can be made available for the institutions. This will mean temporary overcrowding in most institutions. Whilst it is appreciated that this situation cannot be permitted indefinitely, the Committee believes that it can be tolerated in the short term. The UPGC will be considering the institutions' bids for additional accommodation as part of the annual capital programme [paragraph 38 below], and in this connection will be reviewing the existing space norms and the minimum utilisation requirements for both specialist and general teaching accommodation.
Planning/Management Capability

The rapid growth rates [paragraph 21 above], together with the limitations presented by staff and physical space [paragraphs 23 29 above], will give rise to serious planning and management problems within the institutions, both prior to and throughout the expansion period. These problems have been discussed with the Heads of the institutions and it has been suggested that :-

each institution should establish a high level resource and planning committee, in order
order to
oversee and co-ordinate the tasks involved;
for
as many of the problems are common to all
the institutions, there is a need inter-institutional co-operation, particularly as regards recruitment exercises and the sharing of
information; and
