The recommended distribution
distribution of student
provides for :-
(a)

the participation of seven institutions [including the five existing UPGC-funded institutions, HKUST and LC];

(b) the adoption by the UPGC of incentives (and, if
necessary, disincentives) for the implementation
of the Government's decision on the revised
structure of tertiary education, which requires
CUHK to follow the other tertiary institutions in
conforming with a three-year first degree
curriculum based on post-Secondary 7 entry. should be noted that CUHK's participation in the expansion will be dependent on the University's progress towards compliance with the Government's requirements arising from ECR 3 [a progress report on the achievement of those requirements is at
Annex J];
(c)
(d)
a spread of opportunities in higher education appropriate to the distinctive and complementary roles which the institutions have developed, or
are expected to develop, with UPGC support and
encouragement [paragraph 16 below];
disaggregation of postgraduate student numbers, as between taught courses (mainly to provide highly
qualified manpower in diversified fields)
