the number of first year, first degree places planned for the academic year 1994-95 should be increased from 12.9% of the relevant age group (a target set in September 1988) to no less than 18%, that is, from 10,510 places to approximately 15,000 places;
to the extent that this increase is achieved by increasing the percentage of degree places offered at the two polytechnics, studies at sub-degree level should be provided at technical institutions operated by the VTC;
and
the UPGC should review the implementation of (a) above in 1993-94, with a view to determining whether further expansion desirable or practicable during the period
1995-2000.

Subsequently, the UPGC was asked to advise how best the expansion programme should be implemented. It was made clear to the UPGC that the various options mentioned in memorandum XCC (89) 117 for achieving the target were indicative only and that the Committee would be free to pursue alternative options. The report of the UPGC containing its recommendations for implementing this further programme of A expansion of tertiary education is at Annex A.
