(a) that the two existing Universities, i.e. HKU, CUHK and the newly-established HKUST (which would admit its first student intake in 1991-92) would remain/ become 100% degree awarding institutions, offering courses at undergraduate and postgraduate levels;

(b) that the limit on degree level places at HKP and

CPHK would be revised

As consideration had not, at that time, been given to the recommendations contained in Education Commission

Report No 3 3 (ECR 3) on the revised structure of tertiary education [paragraph 9(a) below], nor to the request from Lingnan College (LC) for upgrading to tertiary status with UPGC funding [paragraph 9(b) below], those factors were not taken into account in the ExCo decision.
